Infodump
Before becoming the Deacon, master criminal in his own right, Deke MacManus was Joey "The Platypus" Platapopoulous's second-in-command. MacManus became the Deacon when he betrayed and murdered him, usurping his power and after igniting a city wide gang war between all the major players. It was McManus, who had the backing and alliance with Pyramid. The end result was the Deacon taking control of organized crime in Astro City.
It was also revealed that the Deacon was the one responsible for creating Black Velvet, as he was the one that she was trying to track down before Jitterjack found her. It's possible he was the one heavily involved with Dr. Lewis Oscar Croft and responsible for his murder as well.
Recruits members for his Cat Squad. Unknown what they actually do. Another type of his troops were stylized business suits as uniforms.
