A genius in the field of temporal science, the Time-Keeper used his brilliance to embark on a life of crime in the early 1940's. Well ahead of his time, his inventions and discoveries were able to manipulate time itself. On his capers, he wore the distinctive outfit of a sports referee.

He had a small group of henchman, the Tempus Fugitives.
