One of the most controversial heroes of Astro City, Winged Victory is one of its most powerful and well known superhero citizens as well.
Self described as weak in her past, Winged Victory was somehow transformed into a powerful champion of women's rights, she priortizes helping women first in her mission. She also runs many women's shelters and schools and has declined membership in the Honor Guard in order to concentrate on her own achievements and goals.
She has also been romantically linked to Samaritan.
