I think I have several others that are dual listed as Villians and Unknown. Thunderhead is one as are the Microns. In a case like Thunderhead's he has been a villain to Astro City, but he's also more a force of nature, so is he actually really "bad?" The Demonwavs could fall under htis...<bR>
As for someone like the Microns, who've had a brief mention by the Experimentals. They were in fighting with the heroes, but as a whole populace we don't really know. Maybe they were only acting in retaliation for something the atomic level world did or the Experimentals themselves? <bR>
