-A city wide hysteria ensued over the summer of 1997. Late May was the beginning point as horribly mutilated bodies were found randomly deposited on the outskirts of Shadow Hill. As the summer heat boiled  hotter and hotter, more bodies appeared. The public at large became frustrated with the ineffective of local officials and the inability of the local super powered denizens to find the killer. This was also exacerbated by the unknown infiltration of unearthly alien forces into places of trust and high power all about the city and its institutions. Details are covered in the "Enelsian Invasion" story-synopsis.

-As the summer waned to a close, a significant event occurred that revealed the Confessor was indeed a vampire, and thus the populace believed he was the Shadow Hill Killer. Yet, even after his death, another mutilated body was found. That prompted renewed more panic.  That same night, gigantic projected images appeared over the city depicting the Hanged Man and a hideous creature, one straight out of Lovecraft's lore, engaged in a fierce battle somewhere within the mysterious darkness of Shadow Hill. At last the real killer was identified and vanquished once and for all.
